On May 16, 1957, by the Decree of the Presidium of the Supreme Council, a jubilee medal was established to commemorate the 250th anniversary of the city of Leningrad.

The medal was awarded to citizens of the city who distinguished themselves in the restoration and reconstruction of the city and ensured the development of its industry, transport, urban economy, trade, scientific, cultural and educational institutions with their work, provided they lived in Leningrad or its suburbs for at least 5 years:
- workers, engineering and technical personnel and employees of industrial enterprises, construction sites, transport and municipal services of Leningrad;
- workers of science, technology, art, literature, education and healthcare;
- employees of state institutions, party, trade union, Komsomol and other public organizations;
- military personnel;
- pensioners, invalids of war and labor;
- housewives who take an active part in the improvement of the city, the work of schools and children's institutions.
The medal was also awarded to participants in the defense of Leningrad during the Great Patriotic War, who were awarded the medal For the Defense of Leningrad, regardless of their place of residence.
